stopping cheaters

Hate the hater! Cheat the cheater! Punish the punisher! Milk the milker! Pirate the pirate! Strip the stripper! Suck the sucker! Feed the feeder! Jazz the jazzer! Push the pusher! judge the judge! Err the Error! ....

The down side of poor governance of cheating is meaningless ratings. I have been as high as the high 1800's, I have been as low as the 1500's. I see other players who bounce hundreds of rating points. To me this suggests the ratings mean very little.
