Gaining rating when you lose a game

What is the minimum rating on Lichess? How many players have that rating? I know in Canada the minimum ELO is 200 and lots of players have it.

Why is a lower bound needed? Is there an upper bound?

No upper bound i feel however i do think that the lower bound is 800
