Agreeing to play a game with someone and then just running away is simply rude.
Regarding playing people with a provisional rating: The only way for them to get a more accurate rating is to play more games.
This is of course impossible if everyone aborts against them.
Also, the higher your opponent's rating deviation, the lower the change in your rating will be after the game, so you really don't have much to lose when playing against someone with a provisional rating. ;)
#9 Waiting 15s of course does not help you if you are the one not moving. Just play the game and help your opponent to get rid of the ? mark. ;)

If there are really that many people aborting games against players with a provisional rating - what about not showing the opponent's rating deviation at all? (Or at least until the game is over.) Would this be an option to reduce the amount of aborts?
