Please help me (~1400 player) find a plan in this position

Lmao im the only one who would push the a-pawn here hahahah. @Wittke true thats why I answered in such ways wherein i gave general principles to put into the process of planning your next move :D
Basically the entirety of chess is just outplaying your opponent, I would say that if you know how to get into a good position (all your pieces are active, minimal weaknesses, etc.) than your whole idea is just to find a whole in your opponents position and attempt to exploit it, that is very hard to do very quickly though (which is why i do not play blitz) but gradually as you get more used to analyzing a position and exploiting the wholes in your opponents positions, and or protecting your own weaknesses, it should come more naturally to you
Have a little conversation with each of your pieces and ask how it's doing, and where it would like to be. Ask yourself which of your pieces is doing the least work?

Your Rook on f7 looks like it could do a much better job - if it we on the 6th rank, maybe on g6 it would be much more helpful.
So plans like f5 spring to mind...

You can do the opposite with your opponents pieces and see where they would like to get to and how you can force them to go somewhere worse (for them). The white Bishop on b3 isn't very happy and wants to go to c2.
I have looked some more into this position.
As per #13
For white:
Bb3 wants to be on c2 more active
Ng3 wants to be on d4: blockade square of pawn d5
pawn e3 wants to step to e4 so as to eliminate pawn d5
pawn c2 does not want to step to c4, as that would give black a queenside pawn majority. It does want to be on c3 so as to cover blockade square d4 and so as to make room for Bb3

For black:
The rooks want to be on the semi-open e-file, not the d-file as long as pawn e3 is present
The queen wants to be on a black square, preferably in the center
Pawn f7 wants to advance to f4 so as to trade with pawn e3 and create a queen's side pawn majority
As white lacks the dark square bishop, black should attack with bishop and queen on dark squares

So most logical is 15...Qe5 (centralisation, hinders e4 advance, works on black squares, attacks b2.) 16 c3 (protects b2, makes room for Bb3) 16...Qg5 (threatens 17...Bg4 and hence forces a weakening of black squares) 17 h3 (forced) 17...f5 (intends ...f4)
