At my level around 1200-1300 USCF it definitely applies. I think the lichess ratings premium compressess a bit when you climb higher up. For example Magnus is around 3000k in blitz on this site and 2800 Fide.

How to be a titled player;
STEP 1- Go to the supermarket and grab a boring book
STEP 2- Read that book till you are tired and sleepy.
STEP 3- Go to bed
STEP 4- Now you can dream of being a titled player

You can use this calculator to sort of have an idea. To be FM you have to reach 2300 elo in OTB classical portion. I didn't find if 30 games is a must, but surely K is 40 until you played 30 games, after that it drops to 20 - so twice less rating points adjusted for every win, but also loss.
If you are to enter open tournament, where average rating is 2000 and you score 8/9, meaning you just keep destroying those 2000 patzers, and maybe two draws, you get rating of 2140 elo Fide. Now with that rating, is you win another game against 2200 (CM) elo, you will get +23 elo pts and so on - use calculators. If you are super strong, getting FM title won't be a problem, just a formality, but are you? :)
Once you get 2300 elo, you can message Fide to reward you a title + some fee surely.

It is only possible to obtain a title when you play Over the board, you must play Over the board and have performances in Over the board tournaments. The only title that exists on Lichess (but you cannot play titled Arena titles) is the LM, an honorary title that is no longer awarded. Titles not approved by FIDE are not recognized on Lichess to play the titled Arena. after all the only "advantages" of titled players on Lichess are just that they can play the titled Arena, that their simuls are visible to everyone on the Lichess home page and that they have two or three golden letters on the profile , you can win other trophies which remain permanently on your profile (marathon) but if you do not play Over the board, the only solution is to "dream" that you are titled or that you reach a certain level on Lichess where you you will have more chance of facing titled players by playing in tournaments for example.
so there is no a lot of solution, just enjoy playing, my advice: forget the rating, it's just a number, the quality of the game is more important and I believe that one day you can be a titled player! greeting!
