How is this a bug? According to FIDE rules black has material with which he could mate. Sure it's a draw and a fair opponent will give it to you (though its not easy to offer draw in time trouble) but it's not a bug or anything.
Draw because insufficient winning chances seems to apply only to rapid and standard so MoistvonLipwig is right it seems.

In this position the pawn is giving winning chances, so no it should not be a draw.
